Outsiders
We witness the tail-end of an encounter between the Keepers and an Outsider tribe in the Wilderness. The Keepers have retreated into the woods to avoid engaging with the “savages” and “curs,” as the captain calls them. We can assume this Keeper (at least) sees them as lesser humans.
The tribespeople are shown in an apparent conversation about whether to follow the Keepers into the woods. They are naked aside from the spears and other rudimentary weapons they carry and some small adornments of stone and animal bones.
When a strange sound in the woods surprises the squad, the captain anticipates guerilla tactics from the Outsiders, showing some recognition of the threat they pose (despite their perceived inferiority).
