Meyer
Meyer is a Keeper who is seen guarding a gate leading from Lowtown to Midtown. He is middle-aged and is wearing a standard, low-rank Keeper uniform.
And from the look we get at his work, it’s easy to see why his uniform is so scantly decorated. When we first see Meyer, the Gruff Man is laying a duffel at his feet. When Meyer stoops to check its contents, Ricky is able to make it through the gate without his noticing.
He does catch Ricky after Gruff confronts him in an alley only a few paces from the gate. Meyer sees from Ricky’s papers that he is a Lowtown apprentice unauthorized to be in the area. When Gruff hints that the Officer might not want to self-report his distraction at his post, Meyer lets Ricky go with a warning.
Despite the almost friendly familiarity between Gruff and Meyer, Meyer does speak to him with an authoritative tone as a hand of the Law.
