Naturally, there are unlawful happenings in Boomtown which occur outside of the Institution’s control or ability to enforce. Some of these activities have been carried out by organized groups such as The Children of the Revolution or the Glass Eaters, but there exists a system for clandestine meetings about more covert and private activites among a more nebulous network of discreet actors .
Admittance to a meeting appears to require a token bearing a specific symbol - when Subject arrives at his meeting with Gruff, he provides a token engraved with a natural sign. As payment for attempting to bring Ricky to Subject, Gruff asks for a token with a bass clef symbol.
